Digital Mobile Spectrum Limited (DMSL) has appointed David Meyer to its board as a non-executive director and chair. DMSL provides information and help to viewers of terrestrial television should mobile networks operating at 800 MHz cause disruption to their service. The company is also currently helping support the clearance of TV from 700 MHz spectrum.
DMSL is a joint venture of the UK mobile network operators. Meyer’s appointment follows the death of the previous chair, Andrew Pinder CBE*.
“I look forward to supporting and helping guide DMSL,” said Meyer. “Andrew created a unique organisation that delivers vital support to TV viewers. I seek to help DMSL develop, and to continue its major contribution to making the best and most efficient use of UK spectrum. I’ve no doubt the strong team in the company will also continue to ensure the least amount of disruption to existing users.”
DMSL CEO, Ben Roome, said, “David brings in-depth knowledge and significant leadership experience of working with stakeholders in UK spectrum. All of us at DMSL are excited by David’s appointment and look forward to supporting him in his new role.”
Meyer has been chair of the UK Spectrum Policy Forum since 2015, and is chair of the Ofcom Spectrum Advisory Board, a position he has held since 2011.
Meyer has also worked as a consultant, covering cyber and technology issues for public and private sector clients. In 2010, Meyer was chief information officer at the Foreign & Commonwealth Office.
Meyer previously served in the British Army as a Royal Signals officer from 1978 until 2010, ending his military career as deputy chief information officer in the MOD where he was responsible for reform of MOD’s spectrum policy.

DMSL’s previous chair, Andrew Pinder, died on Sunday 9 April. Andrew was 69 years old and had been diagnosed with cancer.
Andrew was appointed by the Secretary of State for Culture, Media and Sport to set up and chair DMSL in 2012. DMSL was created to ensure the successful coexistence of 4G at 800 MHz and digital terrestrial TV.
Established in 2012 Digital Mobile Spectrum Limited (DMSL) supports the interference-free use of radio spectrum in the UK. The company was set-up to run the at800 support programme and has successfully managed this work since 4G at 800 MHz services began operating in the summer of 2013.
DMSL’s operations include interference modelling, targeted communications, contact centre and field support. Its expertise is providing highly targeted marketing communications activity and outstanding customer service delivered by experts who ensure the successful coexistence and reception of digital services using UHF spectrum.
